Position Summary:
We are seeking a Geospatial Analyst Under supervision of the Systems Performance Manager and/or Energy Manager, implements, and maintains the Geographic Information System (GIS) for both desktop and web map applications, and all associated integrated IT business applications. Uses broad knowledge of GIS to define problems and develop solutions to address business and user requirements. Supports users working with GIS systems. Updates and maintains GIS data as required. Work is performed with considerable independence within established policies, procedures, and guidelines.

PRINCIPAL DUTIES AND RESPONSIBILITIES (May perform any or all of the following):

  • Assists in the implementation, operation, and enhancement of GIS systems
  • Performs tasks with technical proficiency in areas such as database design, data communications, Intranet technologies, CADD, and GIS capabilities.
  • Assists in developing and enforcing data standards and procedures related to GIS activities.
  • Implements data quality control procedures and uploading of data to the system; transfers and translates data including exchange and delivery of CADD and GIS data with internal staff and outside agencies.
  • Prepares technical and user documentation of GIS application programs and procedures.
  • Trains users on GIS system implementation and operation and provides user support for related applications.
  • Assists in evaluating requirements for GIS enhancements, automation, and system upgrades.
  • Works with users, analysts, and managers to identify business problems and develop solutions associated with GIS technologies.
  • Communicates with users and management staff throughout the life cycle of a given project to ensure maximum productivity.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

  • Experience with Esri products, 10.x or higher including ArcGIS Desktop and ArcGIS Server
  • Experience with civil engineering, planning, and surveying concepts and methodologies.
  • Experience with the design and implementation of geographic information systems utilizing a relational data base management system.
  • Knowledge of cartographic principles, automated mapping, and GIS database design concepts and database structure.
  • Create standardized mapping and data products to support business units
  • Perform GIS data input using coordinate geometry, GPS data conversion and file translations from disparate sources
  • Experience with GPS data collection process; field data collection methods, survey techniques and knowledge of accuracy standards.
  • Perform Spatial Analysis and geo-processing to generate maps and reports
  • Ability to troubleshoot errors within ArcGIS environment
  • Ability to communicate clearly and effectively, both orally and in writing at all levels within and outside the organization.
  • Ability to establish and maintain effective working relationships inside and outside the organization.

    Minimum Requirements
  • Bachelor’s degree in geography, computer science, business, planning, engineering, or a related field or proven work experience
  • Five (5) to seven (7) years of experience in geographic information system design, implementation, and management including experience in GIS hardware and software.
  • Five (5) years of experience in operation of CADD systems and CADD data.
  • Department may specify software experience required to meet its technological requirements.
  • Any equivalent combination of education and/or experience may be substituted for the above.
  • Possession of a valid Class C driver’s license.


Desirable

  • Experience with web development using technologies such as NET, JavaScript, jQuery, REST, XML, JSON, PHP, AJAX, HTML5 and CSS
  • Experience with Python and/or Model Builder
  • Experience with developing and implementing secure web GIS applications, with ArcGIS Server 10.X and higher
